Think of LAG as JET LAG. The futher your signal has to travel the more lag you will get.
Even if the hole world goes fiber broad band you will still get lag because of were the severs are. If you are gaming with the North Americans and you are on their servers then you are going to get some lag because you are the furthest away from that server.
Lag can also be caused by how many people are using that server. COD games use a multy gaming server where Battlefield use a dedicated server. Think of it this way. COD uses a large multy destination airport like Heathrow which takes 2 hours to checkin. Were Battlefield uses a little local airport which only takes 10 minutes to checkin.
You will never eliminate all lag but you have helped yourself by having fiber broad band.
And as for needing a new PS3. NO.
